Dry vocals are the bare essential vocal which have been stripped of all effects and modification. It's opposed to "wet vocals". Yes they are official because studio Acapellas are always the wet vocals directly from a rip of the track it was from.

If you mean "Can I make an already existing wet acapella dry" Then I'm afriad not, the best you could do to my knowledge, is to cut the delay & reverb off & add your own delay & reverb as a 'cover'.
Or get into contact with the producer of the song who's acapella it is & ask for it to be dry lol.

EDIT: Depends what you're using it for really?

Please open your volume full. And listen, you can hear very low echoes. :)
But i dont know, how we can filter. If there wanna try, i will send Drop Dead Beatiful BGV :)

Sometimes taking a wet studio acapella and extracting the centre channel with something like kn0ck0ut can get rid of the reverb and/or delay. However this is not always guaranteed to work and will definitely not work with vocals from gh/rb multitracks. just thought i'd throw that idea out there.
